Position Info

(U//FOUO) Perform analysis and mentoring in the applications of communications externals (COMEXT) parametric analysis and reporting.  the COMEXT Signals Analyst (CSA) shall perform analysis against the existence and parameters (but not necessarily content) of radio-frequency communications, including the time, geolocation, center frequency,, and general class of transmission.  The CSA shall incorporate, when available, other SIGINT and collateral data to support a complete characterization of communications equipment from their associated signal parametric and other metadata.  The CSA shall provide insight, advice, mentoring, and technical guidance to government analysts problems encountered by the Global Weapons and Space communities and their customers/partner sets. 

Requirements Summary

  • Knowledge of principles, methods, and applications of communication theory to include signal processing, decision theory, estimation theory, modulation-demodulation, multiplexing, forward error-correction, and randomizers
  • Radio Frequency (RF) spectrum analysis theory, including differentiation, spetrum characteristics, and RF agility
  • Satellite systems to include satellite communication (SATCOMM) equipment, satellite operations, and basic satellite communications principles
  • Collection capabilities, limitations, and conflicts for all platforms and sources; knowledge of data flow to ensure collection volume and quality
  • Data processing using mapping tools, algorithms, intelligence reports, and display tools
  • Principles of communication devices, technology, characteristics, components, functions, capabilities,, and operations, to include high-powered cordless pones (HPCP's), digital and analog push-to-talk (PTT), cellular phone, satellite phones, and VSATs.
  • Principles of communications networks, to include high-frequency (HF) networks, satellite communications (SATCOM's), line-of-sight netowrks, GSM and other cellular networks, and wireless networks
  • Intermediate digital signals processing related to digitizing analog signals, deinterleaving, digitization, signal-to-noise ratio, filtering, and Doppler corrections
  • Ability to evaluate RF COMEXT datasets and verify processor fidelity
  • Ability to participate in target research to query, retrieve, analyze, and integrate large amounts of information and signal data; recognize relationships between traffic and tasking; identify potential collection opportunities and enhancements
  • Ability to use standard computer software and hardware to conduct COMINT signals analysis, e.g. CHAUEE, IANA, MARTES
  • Identify standard and non-standard formats and protocols in RF COMEXT data (e.g., packetized data, proproetary data or data masking)
  • Provide feedback on intelligence collected to improve the quality, quantity, duration, ad appropriateness of collection activities
  • Ability to document analytic findings in accordance with current SIGINT reporting standards (USSIDs AP2451 and CR1400)
  • Ability to provide input to an operator for updating or creating entries for appropriate knowledge databases (e.g. PKE, PKD) that enable refinement of characterization of signal data and correlation to emitters by collection systems
  • Advanced digital signals processing related to digitizing analog signals, deinterleaving, digitization, signal-to-noise ratio, filtering, and Doppler corrections
  • Ability to conduct target research to query, retrieve, analyze, and integrate large amounts of information and signal data; recognize relationships between traffic and tasking; identify potential collection opportunities and enhancements
  • Ability to direct or conduct development or evaluation of new or enhanced signals analysis techniques for software or hardware implementation
  • Ability to update or create entries for appropriate knowledge databases (e.g. PKE, PKD) that enable refinement of characterization of signal data and correlation to emitters by collection systems

QUALIFICATIONS

The CSA Level 2 (Senior) shall hold a Bachelor's Degree or higher in Electronic Engineering, Mathematics, Computer Science, Engineering, or related discipline, and shall possess at least 10 years of analysis, processing, collection, and reporting experience on COMINT signals data.  This experience must include a minimum of 4 years of specialized experience working directly with RD COMEXT data.  In lieu of a Bachelor's Degree, 15 years of demonstrated specialized experience in SIGNIT analysis may be substituted, to include at least 10 years of specific expereince working directly with RF COMEXT data.  A Master's or Doctorate Degree in the fields as described above may be subsituted for two and five years of SIGINT experience, respectively but advanced degrees cannot replace the minimum specialized requirement of 3 years of specialized experience working directly with RF COMEXT data.
